Minutes of the Village of Potter Board Meeting
September 12, 2017
The Village of Potter monthly board meeting was called to order by President Gary Lemke at 7:00 p.m. Others in attendance were: Rob Schoen, Dennis Gruett, Sheriff Mark Ott, Officer Brett Bowe, various village residents.
Notation was made that proper posting had been carried out at the Potter Post Office, Potter Village Hall, and Gruett’s.
Minutes of the previous meeting were read and approved by Rob Schoen, seconded Gary Lemke. Motion carried.
Treasurer’s report was given by Dennis Gruett as follows:
August expense: $4,375.76
August income: $11,962.16
Balance as of 9/01/17: $81,140.96 checking
The Potter Utility report was given by Dennis Gruett as follows:
August expense: $2,983.64
August income: $555.52
Balance as of 9/01/17: $29,142.57 checking*
*$1,500 is for equipment replacement fund
Sanitary District report:
Gary Lemke reported that extra phosphorus testing is being done at the plant.
A building permit was issued to Mary Schwalenberg for a roof upgrade.
Discussion was held on the current ATV ordinance. Sheriff Mark Ott stated he spoke with Calumet Highway Commissioner Brian Glaeser and that Brian stated that he never gave the village permission to ride ATV’s and UTV’s on county roads within the village. Sheriff Ott stated that the governing body of the road has jurisdiction on the roads. Sheriff Ott said at this time the Calumet County Sheriff Department will not allow ATV’s and UTV’s use county roads within the village.
Discussion was held on ordinance 2017-1 concerning sexual offender residency in the village. Gary Lemke reported the village attorney Jim Burnett stated that the village would not be liable if the ordinance was passed. A motion was made by Gary Lemke, seconded by Rob Schoen, to adopt the ordinance as presented. Motion carried.
Gary Lemke expressed concerns about a burn at Gruett’s. Rob Schoen stated that it was a controlled burn. A controlled burn can be done any time in is approved by the fire chief.
Gary Lemke reported that he has contacted Mike Sabel about some of the storm sewer repairs in the village.
Gary Lemke reported that the Krueger Electric will mount the flags and Christmas lights in the village at a cost of $500.00 per year. They will donate the $500.00 back to the village. A motion was made by Gary Lemke, seconded by Rob Schoen to hire them to do the work. Motion carried.
Discussion was held and Central Garage will be charged $150.00 per quarter sewage fees beginning with the 3rd quarter of 2017, as the building is occupied.
Gary Lemke reported that 2 people and Dennis Gruett said that 1 person has expressed interest in the village clerk position.
A thank-you was expressed to Martin and Kristen Polifka for trimming the weeds at the bridge.
Gary Lemke reported that he has received a quote from Tennessen Appraisal for reassessing the village as well as his regular services for 2018. No formal action was taken.
Vouchers were presented. A motion was made by Rob Schoen, seconded by Gary Lemke, to pay all vouchers. Motion carried.
